The heavy black line defining the chin from the neck is a bit overpowering - maybe if you could define that with a softer shadow?

I think the line under the chin is a little harsh, but otherwise it's a cool style. It goes with the expression.

This girl is extremely cute (although she looks significantly younger in the original photograph). Nice rotoscoping work. I employ the same theories of rotoscoping when I do a lot of my MS Paint work. I especially like the way you did the face and hair. But the necklace area and clothing are a bit under-worked. But since you managed to keep the beauty of the original photo (something which is painfully difficult) I'll give you full marks.

I love the lipstick color you selected. It really adds life to the picture.
